Three reasons a file has to get smaller — and why the right level matters in each one.
Mail providers cap attachments around 25 MB, and plenty of web forms stop at 5, or even 2. The document is finished and correct — it simply doesn't fit. Compression buys you that margin without rewriting the content or splitting the file into parts nobody asked for.
A scanner left at 600 dpi in colour turns twelve pages of black-and-white text into a 40 MB file. That detail is invisible on screen and pointless in print. This is where the balanced level pays off most: the file drops dramatically and nobody can tell the difference.
Contracts going into long-term storage, artwork on its way to a print shop, records that might be audited later. Here you want a smaller file with every pixel identical — that is what the lossless level does: it rewrites how the PDF is structured, never what it shows.
